
For a very heavily armored or angled target, incapacitating modules can be important but setting fires is the main purpose of HE.

For a very lightly armored target like a destroyer, AP can simply blow right through it without fusing, doing little damage, while HE will always explode and usually penetrate. Causing Fire to enemy warships will deal the most damage over a few seconds. Elbing is a Tier X German destroyer that tends to share more in common with cruisers than other destroyers at her tier. AP, however performs slightly differently as they are not purely kinetic penetrators as in WoT, but are actually fused HE shells designed to penetrate armor before detonating. However, if the situation calls for it, Destroyers can deal the most damage over time with HE Shells. So from what I understand, the situations in which HE performs well are similar to WoT, in that if a target is poorly armored, HE will hit for high damage.
